Plum study on Licensed Shared Access for spectrum

The UK Spectrum Policy Forum commissioned a study from Plum Consulting to assess spectrum sharing in general and the Licensed Shared Access (LSA) mechanism, and make proposals for the most acceptable specification for LSA for the UK. Based on the outcome of Plum’s research and stakeholder interviews, the paper considers and makes the following recommendations for action by policymakers: confirm UK position on legislation and LSA; ensure the public sector can easily share spectrum; improve transparency of spectrum supply and spectrum demand; take a bolder approach to coexistence criteria; and continue to support development in Europe.
