Plum Consulting provided the economics input to a study for the Commission assessing the potential for enhancing the efficiency of spectrum use in the EU.  The study undertook a pilot inventory of spectrum use in the EU and developed technical and economic efficiency measures.  The study is an input to the European Commission’s work on the EU Radio Spectrum Policy Programme.
