On Wednesday 19 December, Tim Miller presented a session on new developments in IMT spectrum valuation at the ITU Regional Workshop in Riyadh.  The talk looked at how uncertainty over 5G business models is affecting operators’ valuation of spectrum and how regulators can take account of this in their spectrum awards; and also looked at how social welfare externalities are increasingly important when setting spectrum allocation policy.
