Yi Shen Chan is a Consultant at Plum specialising in policy and regulatory issues in the telecoms, media and online sectors. His experience covers radio spectrum policy and regulation, broadcasting, market entry and competition in convergent markets.
In the field of spectrum management, he has worked on a range of projects on the valuation and pricing of spectrum for mobile and other uses. His experience covers both theoretical and practical implementation of spectrum pricing approaches such as administered incentive pricing (AIP), cost recovery, benchmarking analysis and market valuation. He was a key member of Plum’s team in recent work for regulators in Australia, Taiwan and Thailand on the valuation of mobile spectrum. He has also reviewed spectrum licensing frameworks and fee schedules for various spectrum uses in Qatar, the Bahamas, Singapore and the UK.
In addition Yi Shen has been involved in studies covering a variety of issues related to the audio-visual sector, including digital switchover, broadcast TV technical standards, competition and market assessments, broadcast-broadband convergence and online platforms.
Yi Shen has an MSc in Media and Communication Governance (Distinction) from the London School of Economics, and a BA in Economics and Philosophy from the National University of Singapore.
