Valuation of mobile broadband spectrum in Taiwan

Plum was part of the study team which advised the National Communications Commission on the auction of the 2.6 GHz band in Taiwan. Plum’s consultants led the valuation work, which employed a combination of techniques including international benchmarking, econometrics, avoided cost modelling and enterprise valuation. The work also included an assessment of the potential impact of incumbent wireless broadband access (WBA) users on the value of the 2.6 GHz band for mobile broadband.

Plum’s recommendations were used to guide the NCC in the setting of the reserve prices for the auction. The 2.6 GHz auction was successfully completed in December 2015 with four operators securing all the available spectrum.

Further work on the valuation of the other mobile bands, including the 1800 MHz, 2100 MHz and 2300 MHz bands, was also carried out by Plum.
