Depuis deux ans, Plum se consacre en effet \u00e0 une analyse pouss\u00e9e des d\u00e9fis que constitue l\u2019obligation de service universel (OSU) pour le haut d\u00e9bit. \u00c0 cette fin, nous avons cr\u00e9\u00e9 une mod\u00e9lisation d\u00e9taill\u00e9e des co\u00fbts de mise en oeuvre d\u2019une OSU du haut d\u00e9bit au Royaume-Uni.
