Tom Kiedrowski

Tom has spent thirty years working in and around UK and European regulation as a regulator, a policymaker, an industry adviser and a board chairman.

At the Payment Systems Regulator, he helped establish the Supervision and Compliance Monitoring Division and designed its risk-based compliance monitoring framework for national payments infrastructure, having earlier led a team designing competition remedies for structural market failures. As Director of Market Reform at Ofwat, he directed the programme that opened the water retail market to competition. On secondment to the Department for Business, Innovation and Skills as a Deputy Director, he was a core member of the team that established the Competition and Markets Authority, co-authored the Government’s Principles for Economic Regulation, and founded the UK Competition Network.

Earlier, at Ofcom, Tom led workstreams on access regulation, EU regulatory reform, he was the Project Director of Better Regulation, as well as formulating policy on net neutrality and co- and self-regulation in media and telecoms. He began his career in public policy and regulatory affairs at the London Investment Banking Association (LIBA), now AFME, before moving to BT plc. He represented industry in Brussels at European Competitive Telecommunications Association (ECTA). Between 2014 and 2020 he ran his own advisory practice, including a period as interim Director of Strategy and Regulation at Bristol Water, interim Head of Policy at the Law Society of England and Wales and co-founded RAPID, the Regulators’ Alliance for Progressing Infrastructure Development.
