David has extensive experience in developing and implementing economic policy and regulation. He also has a comprehensive understanding of spectrum management.
David worked for Ofcom, the UK communications regulatory, for 25 years where he served as the Director responsible for promoting investment and competition in broadband networks. He also held positions of Group Director for Competition and Networks and Communications. While at Ofcom he was also responsible for areas, such as: broadband USO, post USO, mobile coverage and PSTN switch-off.
David has led Ofcom’s defence team at the Competition and Markets Authority (CMA) against appeals to its regulatory decisions and has submitted expert witness statements and been cross-examined in the Competition Appeals Tribunal (CAT). He has also provided advice, evidence and carried out assessments for various groups, including: Policy Unit at No. 10, House of Lords, CAT, various government departments, Scottish Government, Welsh Affairs Select Committee and the European Commission (EC).
David holds a first class honours degree in Engineering and a postgraduate qualification in Competition Policy (law and economics) and has been a Chartered Engineer since 1995. In 2025 he was awarded an MBE for services to telecommunications
