Dominique is an internationally recognised expert in Internet governance, cybersecurity, international technology standards and digital infrastructure, with more than twenty years’ experience across government, industry and international organisations.
Her career has included senior policy roles at GSMA, technology roles with Yahoo!, eBay and Apple, and advising governments, regulators and multinational organisations on technology and telecommunications policy. She currently represents the United Kingdom in international technical negotiations, including at the International Telecommunication Union (ITU).
Dominique holds a PhD and two Master’s degrees, complementing her extensive professional experience with a strong academic and research background.
As Founder and Director of Last Press Label, Dominique advises governments, companies and investors on international technology governance, standards, cybersecurity and strategic policy. She also advises the ArchAI Institute on practical AI governance and founded KyivMark, working at the intersection of dual-use technology, communications and Ukraine’s innovation ecosystem.
Her particular strength is connecting technology, policy and geopolitics: understanding how international rules, standards and institutions shape markets and emerging technologies.
