Plum and Aegis prepared a report for ACMA on the principles and methodology that should guide the development of spectrum prices. The recommended methodology has been applied and spectrum prices calculated for two congested frequency bands at 500 MHz and 7 GHz.
Plum subsequently updated the opportunity price calculations for the 400 MHz band, taking into account changes in spectrum demand, the costs of deploying land mobile services and the ACMA’s proposed changes to the 400 MHz band plan. The updated results were used to support the ACMA’s consultation on opportunity cost pricing in the 400 MHz band (issued in April 2012).
