Plum prepared a report assisting BT in responding to an Ofcom consultation on the price differential between wholesale inputs for broadband services – MPF (metallic path facility) and WLR + SMPF (wholesale line rental and shared metallic path facility).

Plum argued that the price differential should be rapidly aligned with the cost differential in order to avoid an economic distortion in the choice of wholesale inputs. In its response, Ofcom decided upon a more rapid phase-out of the differential than it had initially proposed.
