Plum and Aegis developed a comprehensive framework for spectrum utilisation fees for both spectrum awarded by auction (reserve) prices and other non-government spectrum directly assigned. The work included business case analysis and opportunity cost calculation for a variety of spectrum bands.
Plum carried out a study to define and assess the affordability of voice telephony and broadband services across the 27 EU member states. It then made recommendations to policymakers on how to improve affordability over the next five years.
Plum developed an explanatory note on the cost of capital and its application to broadcast network access. The note also addresses the argument that the WACC should be reviewed due to changed circumstances (in particular, the financial crisis’s impact on interest rates).
