This Study was funded by the World Bank and was intended to provide further assistance to the Samoan regulator in developing their radio spectrum regulatory framework and developing a road map and commenting on existing documents that had been developed. Our part of the study was concerned with the radio spectrum and was to provide comments on the documents that had already been developed on radio spectrum management and regulation and advise on how these could be improved based on international best practice and the need for a transparent, consistent and clear regime. Incyte was the lead consultancy dealing with other aspects of the Study relating to telecommunications.
