Chris Taylor

Chris Taylor is a Partner at Plum. He is a specialist in communications and media regulation who has held senior positions and led major programmes of work in the public and private sectors. He has extensive international experience of managing relations with senior industry, regulatory, and political stakeholders.

Chris was formerly Director of Consumer Policy at Ofcom, the UK communications and media regulator. Here he led and enhanced the regulator’s capability to address demand side competition issues with a focus on real consumer experiences and outcomes. Before that he was Director of Regulatory Affairs for Cable & Wireless, leading a complex regulatory agenda managing both incumbent and challenger businesses across 33 diverse jurisdictions.

As a consultant, Chris has advised on a range of issues, using his extensive knowledge and experience of regulation to deliver real value and benefit to his clients. His work has included projects on reform of telecommunications regulation, and the legislation which governs it, in a number of countries. He is an acknowledged expert in demand side regulation and has delivered projects for clients covering consumer facing remedies such as consumer switching. This includes the industry wide project to reform mobile switching processes in the UK in 2019, which Chris led and delivered successfully.

Chris has worked on other diverse projects across the sector, for example covering regulatory strategy to support investment in fibre networks, new broadband services at the wholesale and retail levels, regulation of online content, online services, disaster preparedness and response, and the relationship between regulation and environmental policy. He has also advised clients in other regulated sectors, including payments and gaming.
