Assessment of Canadian spectrum auction rules

Plum was engaged by Industry Canada to review the proposed rules for the 2500 MHz spectrum auction. Our review was about the issue of XOR-OR bidding (and potential other bidding language variations) that might be adopted for the auction and has focussed on amendments being considered for the auction since the last general review performed in March 2013.

Plum’s report provides:

  • An evaluation of the benefits, potential problems and/or risks of adopting the CCA-OR enhancement (including the impact of mixing XOR and OR Bid types) on allocation and pricing efficiency and the impact on bidders in terms of auction complexity and strategic bidding behaviour
  • An assessment of whether the addition of OR bidding improves the performance of the CCA format in the context of the CCA auction, and
  • If necessary, any alternative methodology and recommendations.
