techUK, on behalf of the UK Spectrum Policy Forum (SPF), commissioned this study on spectrum sharing and Licensed Shared Access (LSA) to make proposals for the most acceptable specification for LSA for the UK.
This report presents the findings of a study that has been commissioned for the UK Spectrum Policy Forum to assess the current and future use of frequency bands which may be used by licence exempt wireless applications in the UK and Europe (hereafter referred to as “licence exempt frequency bands”).
On behalf of a UK telecommunications operator, we made measurements of the attenuation due to the woodland surrounding a satellite Earth station. The measurements, at 3.6 GHz, made use of a specially-developed channel sounder. Measurements were made in both summer and winter, and the results have been incorporated in ITU-R Recommendation P.833.

One of the closely watched topics at WRC-15 is the agenda items for the next WRC and in particular identifying spectrum allocations above 6 GHz for mobile broadband services. If the experience from recent years is anything to go by, the search for new mobile spectrum is likely to be contentious.
As part of the UK Spectrum Strategy published by DCMS in March 2014, an expert panel was established to make recommendations on incorporating social value into spectrum allocation decisions. Tony Lavender of Plum was a member of the expert panel, which has now published its report.
Plum carried out an exercise for Telecom Argentina looking at the value of spectrum in various bands for their operations in Paraguay.
