Plum Insight: Harmonised spectrum for mobile – challenges for ASEAN and South Asia

As smartphones and other devices drive up data traffic on wireless broadband networks, governments are placing greater emphasis on spectrum policy as an engine of wider economic development. In many ASEAN and South Asia countries, there is currently a 200 MHz shortfall in spectrum assigned for mobile services compared to countries in Europe and North[…]

Harmonised spectrum for mobile services in ASEAN and South Asia: an international comparison

In this report for Axiata Group Berhad, Plum examines the state of current spectrum assignments and future spectrum plans across different regions, and highlights the issues and challenges facing countries in ASEAN and South Asia. We find that there is currently a shortfall of around 200 MHz assigned for mobile services in many middle and[…]

Harmonised spectrum for mobile services in ASEAN and South Asia

In this report for Axiata Group Berhad, Plum examined the state of current spectrum assignments and future spectrum plans across different regions, and highlighted the issues and challenges facing countries in ASEAN and South Asia. Plum found that there was a shortfall of around 200 MHz assigned for mobile services in many middle and low[…]

The economic value of spectrum use in Europe

The GSMA has published an independent study by Plum to assess the economic value of eight major applications of spectrum. These include mobile services, wireless LANs, terrestrial broadcasting and satellite broadcasting. The study estimated the consumer surplus generated by the eight applications for the EU 27 in 2013 and 2023. The chart below summarises our findings.[…]

The economic value of spectrum use in Europe

Plum provided the GSMA with independent estimates of the economic value of eight major applications of spectrum. These applications included mobile services, wireless LANs, terrestrial broadcasting, and satellite broadcasting. The consumer surplus generated by these applications was estimated across the EU 27 member states in 2013 and 2023.  In each case the methodology and assumptions[…]

Phillipa Marks spoke at the Canadian Spectrum Summit in Toronto

The event focussed on the current state and potential future directions of wireless policy in Canada. Ms Marks discussed developments on spectrum management in Europe, such as the European Commission’s spectrum inventory, spectrum release plans and spectrum sharing initiatives. The presentation contains results from works that Plum undertook on spectrum inventory for the European Union.[…]

Setting reserve prices for mobile spectrum in Taiwan

This report, for the NCC, recommended reserve prices for the 700 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz band auctions in Taiwan. Plum used a combination of international benchmarking analysis, cost reduction modelling and full enterprise value modelling to provide indications of spectrum value. This provided a range of estimates of spectrum[…]

Terrestrial broadcasting use of spectrum – does AIP have a role in promoting efficiency?

This report considered Ofcom’s proposals for the potential application of AIP to spectrum utilised for national terrestrial TV broadcasting. In its consultation on spectrum pricing for broadcasting, Ofcom stated that, where there are constraints on spectrum release, it does not expect “…the application of AIP to meet its core objective of securing the optimal use[…]

700 MHz band plans in Europe

Plum evaluated alternative harmonised band plans, 2×40 MHz versus 2×30 MHz, for the 700 MHz band for the ITU-R Region 1.  The study looks at the economic issues to inform the GSMA regarding the best candidate from these two band plans.  The study focusses on the costs and benefits from an operator perspective as well as[…]
