Spectrum sharing and pooling

The study was intended to provide advice in respect of spectrum sharing and pooling and the applicability to Defence spectrum and was split up between two work packages; work package one (WP1) looked at the “Spectrum Usage” and work package two (WP2) looked at the “Approaches to Pooling and Sharing”.

The purpose of WP1 was to collate sufficient information to calculate the amount of spectrum sharing by the military within the frequency range of 400 MHz to 6 GHz, and thereby validate the hypothesis that 80% of spectrum used by the military is shared within the nine primary European countries.  The findings matched the hypothesis as to the level of sharing based on the information obtained and analysed from the specific countries.

The purpose of WP2 was to advise EDA on techniques and methods currently used and proposed for frequency pooling and sharing within civil spectrum management, and to consider their applicability to military spectrum management.  It was concluded that sharing and pooling techniques could potentially allow defence organisations to share their spectrum with other organisations (commercial and public sector), and vice versa, and may also assist in spectrum management for military deployments overseas.
