International Harmonisation and Spectrum Management

Laura Wilkinson’s paper ‘International Harmonisation and Spectrum Management’ was published in Intermedia, the IIC’s journal. The essay was a runner-up in the IIC’s Future Leaders Competition.  It discusses the benefits and limitations of traditional spectrum harmonisation carried out through cross-country coordination between national spectrum managers, and concludes that national spectrum managers should, at times, prioritise national interests over international harmonisation.  It also canvasses emerging coordination issues beyond the scope of harmonisation that need to be addressed at national and international scale.
