Tony Lavender spoke at the East African Communications Organisation Broadband Conference in Kampala

The event focussed on broadband access to all in East Africa. A key part of achieving this objective is ensuring that sub 1 GHz spectrum is available for the build out of mobile broadband services. To achieve this there is a requirement for well managed digital switch over / analogue switch off programmes. The GSMA commissioned Plum to produce a report on “Practical Guidelines for Digital Switchover”, which was written together with Farncombe and initially presented by Plum at the Ministerial Programme of the Mobile World Congress (February 2013). This provides supporting information for the ITU’s guidelines on the transition to digital broadcasting.
