Voice telephony services for deaf people

Plum assessed the extent to which existing telecommunications relay services meet the needs of four specific groups of deaf people and the extent to which relay services using more recent technologies might serve these groups effectively.  The study involved primary research with 24 deaf people.

Greek digital dividend

The study examined options for the re-planning of the proposed Greek DTT network to allow the release of UHF spectrum above channel 60. It specifically considered the impact on the plan for the migration from analogue to digital of releasing the spectrum and the ability to support the planned TV stations and associated regional and national[…]

Practicality of on-channel repeaters for DTT

The study  analysed the possibility of repairing holes caused by base station transmitters in digital TV coverage areas by deploying repeaters. The approach was based on co-locating a small TV ‘booster’ transmitter at any interfering base station.  The aim was to increase the available TV signal in the area to an extent sufficient to protect[…]

Administrative incentive pricing of radiofrequency spectrum

Plum and Aegis prepared a report for ACMA on the principles and methodology that should guide the development of spectrum prices.  The recommended methodology has been applied and spectrum prices calculated for two congested frequency bands at 500 MHz and 7 GHz. Plum subsequently updated the opportunity price calculations for the 400 MHz band, taking[…]

Digital TV Switchover process support

The Sekreteriat, charged with informing the Danish public about the Digital TV Switchover process (DSO), wished to understand the technical issues relating to off-air reception by the public. The study provided a report summarising general DTT issues, such as the impact of household aerial condition, the interpretation of coverage maps and man-made noise. In addition,[…]

Standardisation in ICT: Current Economic Perspectives

Standards can be defined as technical specifications that maybe adhered to by a producer, either tacitly or as a result of a formal agreement.  Standards may be developed by national standards bodies, regional bodies such as ETSI[…]

Impact of UHF refarming

The study was undertaken to investigate the scope for releasing digital dividend frequencies.  High level analysis was undertaken of the impact of removing channels 61 – 69 on countries in the Middle East and Africa.   The data on the proposed TV channel use was sourced from the  ITU RRC 06 Planning Interface database, which contains details[…]
