David Lewin and Paul Brisby of Towerhouse spoke on over-the-top (OTT) services at the 2015 Telecoms Law and Regulation Conference in London. The presentation covered the differences between OTT services and traditional network-based services, their impact on traditional services, and public priorities for regulating OTT services.
