The study covered the licensing of all services that required access to the radio spectrum. In addition recommendations were provided on what spectrum and services should be licence exempt.
The first part of the study involved a comprehensive benchmarking study of licensing approaches adopted in a number of agreed countries including the UK and the US. This covered a multitude of different services including radio amateurs, maritime, aeronautical, private mobile radio and fixed links. For each service and associated licences the pros and cons of the different bench-marked approaches were identified and a preferred approach identified and agreed with ictQATAR.
Following on the relevant licence conditions, licence application forms and guidebooks were developed. This information was used by ictQATAR to consult on a revised spectrum licensing approach.
