Plum’s critique focussed on the methodology used to estimate the economic benefit of DTT and the average and marginal value of spectrum.
Plum supported EE in responding to Ofcom on proposed annual spectrum licence fees for 1800 MHz spectrum by providing advice, preparing a report which EE submitted to Ofcom and via a follow up presentation to Ofcom.
