The study addressed the various options for the allocation of spectrum ranging from directed awards through to auctions and considered the typical services for which each approach might be applicable. In addition methods adopted for renewal and reassignment (migration) of existing were provided and also information on introduction of secondary trading. In addition the use of spectrum in the lower bands was shown pictorially and options for rearrangement / reassignment in specific frequency bands where there was congestion discussed and recommendations provided on how to resolve. The study also developed fees for all the services and part of the deliverables was a spread sheet that could be used by CRAN to determine appropriate fees based on the annual costs of the regulator in respect of the management of radio spectrum.
