Plum carried out a major programme of work in Mexico to help América Móvil develop its plan for the functional separation of Telmex, its fixed access network business, in response to a request from the Mexican telecoms regulator. This engagement was with the full support of the Mexican regulator, the IFT.
Plum set up a comprehensive work package designed to give América Móvil a good understanding of the functional separation of Openreach in 2005 and its legal separation 2017, and to help it formulate its regulatory strategy as it works with the IFT to develop its plans. Plum also provided ongoing support to América Móvil, in the form of economic arguments and evidence from elsewhere in the world, as it developed its position.
