Plum was appointed by Ofcom’s Competition Group (Financial and Economic Modelling Division) to carry out an external and independent review to assess the quality of a series of LRIC modelling workbooks and associated documents, in association with the wholesale local access charge control WLACC market review in the UK.
Our work included a detailed review of relevant documents, followed by hypothesis testing and low-level reviews on the models. We produced a detailed confidential report for Ofcom’s Competition Group, which highlighted key consistency and functional issues, and a public statement for Ofcom – enabling it to affirm independent review and acceptable modelling quality prior to the publication of its WLACC statement.
