Plum undertook a study for the Commerce and Economic Development Bureau (CEDB), Government of the Hong Kong Special Administrative Region. The purpose of the study was to review the existing telecommunications infrastructure capacity in Hong Kong. It comprised identifying a set of assessment indicators to assess its adequacy; development of benchmarks to assess the supply of and demand for telecommunications infrastructure capacity; forecasting the supply of and demand for telecommunications infrastructure capacity in Hong Kong 10 years into the future; assessing whether the supply of telecommunications infrastructure capacity in Hong Kong will be sufficient to meet the demand for the same in the future and maintain the competitiveness of Hong Kong compared to other advanced economies; and to make recommendations on what policy and regulatory measures, approaches and strategies the Government should take to facilitate the development of telecommunications infrastructure and to ensure that the telecommunications infrastructure capacity in Hong Kong will be sufficient to meet demand.
