The study identified key mechanisms resulting in unintended roaming of mobile devices to nearby neighbouring country cellular networks and proposed potential solutions in-line with international practices based on benchmarking. These solutions included potential mitigation measures as well as the outline of possible approaches to address poor signal coverage at coastal areas and within buildings, especially high rise. In addition, drive measurements that had been undertaken by the regulator were analysed and maps developed that demonstrated the interference being seen from cellular usage in the neighbouring country.
